Connecticut has no counties as Census geography. The state replaced them with nine COG planning regions, and the Census geocoder answers a Barkhamsted address with 09160. The registry previously held retired county codes (09001/09003/09009), which findCountyByFips matches exactly, so every Connecticut address returned county-not-indexed. This entry is Northwest Hills Planning Region, 21 towns and 64,101 parcels on the statewide CAMA layer. Scope is Town_Name IN (...) because the layer is town-based, not region-based; every town name was matched against the layer's own distinct values rather than derived from the Census spelling, which writes "Hartford town" where the layer writes "Hartford". The nine regions together cover all 1,290,196 parcels in the layer, so the partition is exact. Owner, mailing address and assessed values are populated statewide. ENDPOINT QUIRK, measured 2026-08-26: this service rejects a spatial query with resultRecordCount >= the number of matching features, answering "Cannot perform query. Invalid query parameters." Repeated 4x per case: a point with 3 parcels fails at resultRecordCount=3 and 25 but succeeds with the parameter omitted; a point with 4 parcels succeeds at 3 and fails at 25. Attribute searches that match more rows than the cap are unaffected, which is why the browser lookup tool works. Omit the parameter for point-in-polygon queries against this layer.
