Kauai County HI (the island of Kauai plus Niihau; county seat Lihue; FIPS 15007; pop. ~73,000) parcels are published on the State of Hawaii statewide GIS portal (geodata.hawaii.gov ParcelsZoning/MapServer/9, 'Kauai County Parcels', ~25,119 features, no token required). Hawaii uses the Tax Map Key (TMK) system rather than a conventional APN: tmk_txt is the 9-digit TMK, cty_tmk the 8-digit county form. Key fields: owner (owner name, searchable), tmk_txt (9-digit TMK), cty_tmk (8-digit TMK). Owner-name search via UPPER(owner) LIKE UPPER('%NAME%') works. Verified 2026-06-20: UPPER(owner) LIKE UPPER('%SMITH%') returns Kauai parcels. Hawaii has only 5 county-equivalents statewide; each of the four main counties (Honolulu, Hawaii, Maui, Kauai) is a separate layer on the statewide ParcelsZoning service.

Kauai County's Kauai County Parcels layer exposes a parcel identifier (Tax Map Key (9-digit TMK / APN)) and owner names (Owner Name). Use it for owner-name lookups and PIN-keyed record pulls. One county uses APN, another uses PIN, a third uses PARCEL_ID. Some expose owner names; others keep them on a separate assessor's portal. geodata.hawaii.gov serves Kauai County, Hawaii parcels over public ArcGIS REST, but, like most county servers, it may not send the CORS headers a browser needs for a cross-origin fetch. If a direct browser call fails, the layer still works from curl, Postman, or a server-side script; the UrbanKit parcel lookup tool proxies the request, so a search that succeeds there confirms the layer is genuinely public.

Public ArcGIS endpoints rarely rate-limit individual reads, but geodata.hawaii.gov can throttle heavy automated traffic at the host level. Page through results with resultOffset / resultRecordCount and request only the fields you need. There's no API key and no charge from the county.
