Only properties with a record on file appear. Many properties have no open violation, which is normal, not an error. Try the street name on its own, or a nearby address.
A violation is a case the city opened. Its status (open, closed, or resolved) tells you where it stands, so read the status on each record instead of assuming a listed violation is still active.
