The first code is the property's current base district; the second is what the applicant has asked for. Codes like SF-3 or GR are Fort Worth base zones. The tool expands them to plain English wherever the city's own zoning glossary covers the code.
Only properties with a filed case appear. Try the street name on its own, or a nearby cross-street. Most properties have no open zoning case at any given time. That is normal, not an error.
